Objective
Under the terms of its Phelan Fellowship programme,
the International Institute for Labour Studies (IILS)
of the International Labour Organization (ILO) offers
each year a grant to an outstanding young researcher
working on social and labour issues. The grant, of
the total amount of US$ 25,000, is intended to cover
a 6-month stay at the IILS in Geneva for research
on a mutually agreed subject related to the ILO's
theme of "Decent Work". The purpose is to
permit the winner of the award to complete original
research work using the IILS and ILO's facilities,
their extensive international networks, and the advice
and expertise of relevant staff.
Qualifying Criteria
The 2002 Fellowship is intended for candidates who:
- are under 40 years of age;
- hold a Ph.D. or are at an advanced stage of their
doctoral studies in the
following disciplines: development studies, economics,
law, political
science or sociology;
- are from a developing country;
- have an excellent proven command of one of the
ILO working languages
(English, French and Spanish);
- are conducting research on one of the following
themes:
(1) the process through which policies in the areas
embraced by the
notion of Decent Work are designed and implemented
- i.e. the promotion
of fundamental principles and rights at work; employment
and income
generation; social protection; and the promotion
of opportunities for
collective representation and social dialogue;
(2) the role played by civil society organizations
in the formulation and
implementation of those policies;
(3) the changes in State structures/capacities brought
about by the
emergence of participatory models of policy-making.
Preferably, the
geographical focus of research should be on Africa
or Asia.
The Fellowship will be awarded by the Director of
the IILS on the recommendation of a Selection Committee
comprising IILS and ILO senior researchers. Women
candidatures are encouraged.

Dates
Applications must be received in Geneva by 1 October
2002. The selected candidate is expected to start
his/her fellowship in January 2003.
