I. IDENTIFICATION OF THE POST

II. POST'S ORGANIZATIONAL ACCOUNTABILITY
Under the overall supervision of the RR/RC, and the direct supervision of the Country Director, the Senior Economist will deal with issues of economic transition and development in Sudan. A particular focus will be the impact of social and economic policy development on the country's ability to achieve the Millennium Development Goals, particularly poverty reduction. As a member of the CO Advisory Partnership and Outreach and Review Unit, the incumbent will also provide strategic advisory services to the CO management and programme Unit on post-conflict recovery and development programming. The incumbent will also contribute to raising the level and visibility of UNDP's contributions to the national policy dialogue, and to enhance the policy impact of UNDP programmes and projects. The position involves research, partnership building, policy advice, programme support, publications, advocacy and resource mobilization. Close collaboration with specialists from other disciplines is envisaged.

III. KEY RESULTS EXPECTED/MAJOR FUNCTIONAL ACTIVITIES

15% 1. Monitor economic policy developments in Sudan.
20% 2. Provide strategic advise to the RR/RC, CD and other members of the UNDP CO on policy issues, contribute to UNDP's policy dialogue with Government, donors (esp. IFIs) and CSOs
20% 3. Support Programme Teams and projects in areas of competence. Contribute to substantive work in areas of competence, supervising and editing reports (NHDRs, MDGRs, etc.) and project documents. Support the design/implementation of technical assistance projects and resource mobilization for such.
15% 4. Provide strategic advise and coordinate closely with the national partners and the World Bank in the framework of the elaboration of an Interim PRSP for Sudan.
20% 5. Throughout 2004 fully contribute as a core member to the joint UN/World Bank Joint Needs Assessment Process, both in term of process management and coordination and through the provision of relevant sectoral inputs.
10% 6. Contribute to the Knowledge/Practice Networks, liaise with research and academic institutions at regional, national & international levels, CSOs & donors, and participate in global/regional UNDP community of practice/projects, including RBAS regional programme and closely follow respective developments within the Arab and Africa regions that would impact on Sudan.

V. MINIMUM REQUIREMENT QUALIFICATIONS
Education: Post Graduate degree in Economics or related discipline.

Experience: Minimum 10 years of professional experience in a development field, with at least 5 years experience in an advisory capacity, preferably in the region.

Language Excellent written and spoken English; working knowledge of requirements: Arabic is an asset.
