a commentary on benchmarking together
with a proposal for an alternative approach
to assessing offers and commitments in
WTO services negotiations. This was prepared
as a background paper for negotiators,
and a shorter version in two parts was
published in Third World Network, SUNS
- South-North Development Monitor, 9 and
12 December 2005.
